How obscure glass designs are made will depend on the specific obscure glass options you want. For example, frosted glass is made by sandblasting or acid etching one side of the glass, making it more opaque while still allowing light through. Textured glass is made differently, by using rollers that have the pattern cut into them. Heated glass is fed through these rollers so that the pattern is transferred to the surface of the glass, resulting in textured glazing that can be used in windows and doors. 

Frosted glass is considered to be one type of obscure glass, having some transparency and allowing lots of light through, but there are many other kinds too. Other kinds of obscure glass windows and doors might contain textured glass, available with different levels of obscurity to suit specific needs.

How much you can see through obscure glass at night will very much depend on the specific obscure glass designs used. If the level of obscurity is high, then even with a light on in the room with the obscure glass, anyone on the other side of it will only be able to see vague shapes and movement through the window or door. 

If you have chosen a lower level of obscurity, it can be possible to see more of what is on the other side at night if there is a light on, but it won’t be anywhere near the visibility of clear glass.
